The transformation of the people’s armed forces into a local one is a major decision made by the Central Party Committee and the Central Military Commission in adapting to the new situation. It marks a fundamental revolution in the people’s armed leadership system. Under the condition that the tasks and nature of the armed forces department have not changed, how to properly select, use and manage the cadres has always been a regular task of the local Party committees and governments.
