十七大报告中明确提出“大力发展服务贸易”;《中华人民共和国国民经济和社会发展第十一个五年规划纲要》中提出了到2010年服务贸易进出口总额达到4000亿美元的发展目标;《国务院关于加快发展服务业的若干意见》提出“把大力发展服务贸易作为转变外贸增长方式、提升对外开放水平的重要内容”。服务业对外开放和新一轮国际产业转移,将使中国的服务贸易企业获得更多的市场准入机会和更广阔的市场空间。当前国内国际环境都有利于服务贸易的发展,苏州应抓住这一历史性机遇,促进苏州经济的成功转型。
The 17th National Congress of the Communist Party of China clearly stated in its report that “vigorously developing trade in services” and “Outline of the 11th Five-Year Plan for National Economic and Social Development of the People’s Republic of China” put forward a total import and export volume of trade in services of 400 billion U.S. dollars by 2010 Development goals; and the State Council’s Opinions on Speeding up the Development of Service Industries put forward the principle of “vigorously developing service trade as an important part of transforming the mode of foreign trade growth and enhancing the level of opening to the outside world.” The opening up of the service industry and the new round of international industrial transfer will enable China’s service trade enterprises to gain more market access opportunities and broader market space. At present, the domestic and international environment are conducive to the development of trade in services. Suzhou should seize this historic opportunity to promote the successful economic transformation of Suzhou.
