1931年9月18日,日本帝国主义突然侵略中国东北,发动“九·一八”事变。当时的中国蒋介石政府一再严令东北军将领张学良“绝对不抵抗”、主张“先以公理对强权,以和平对野蛮。忍怒含愤,暂持逆来顺受态度,以待国际公理之判断”。9月21日,国民党政府训令驻国际联盟代表施肇基向国联理事会提出申诉,要求国联采取行动“使危害和平的局势不致扩大”,并恢复到事变前的状态。经过两个多月的漫长辩论,12月10日,国联理事会终于通过决议,决定派遣一个调查团到远东调查中日关系问题。
On September 18, 1931, the Japanese imperialists suddenly invaded northeastern China and launched the September 18th Incident. At that time, the Chiang Kai-shek government of China at the time and again repeatedly ordered the Northeast Army general Zhang Xueliang to “absolutely not resist” and advocated “taking an axiom for equality and barbarism for peace and anger, holding back against attitude and waiting for the judgment of international justice.” On September 21, Shi Zhaji, the representative of the Kuomintang government ordered by the League of Nations, made a complaint to the League of Nations’ board of directors and demanded that the League of Nations take action to “bring about an endangerment of the situation that would endanger peace” and return to the pre-incident state. After more than two months of long debates, on December 10, the League of Nations finally passed a resolution and decided to send a delegation to the Far East to investigate the relations between China and Japan.
