“人户分离”是指人口居住地和户籍登记地不一致的现象。根据1995年人口抽样调查资料显示,上海市已有“人户分离”人口163.92万人,占本市常住人口总数的11.94%。随着人民生活水平的提高和住房作为商品进入市场,购买、置换房屋的市民将愈来愈多;在加快城市建设过程中,中心城区人口大规模向城市边缘地区迁移。由此引起的“人户分离”现象的增多,使人口流动的现实与现行户籍管理制度之间的不协调更加明显,给公安机关和其他相关
