当漂流文化以动的形态从我们民族静的心理定势中脱颖而出时,一个并非耸人听闻的声音就显得那么不协调:“如果北京市用水的问题不能得到很好的解决,我们就可能不得不迁都。”这一真切的呼喊,虽然道出了一个客观事实,却因为带着无可奈何的情绪,便使千百万的人们躁动不安起来。迁都难道就只能是被迫采取的行动吗?假若北京的水源充足起来,迁都就只是一个无意义的议案吗?有人曾真正地考虑过迁都的利与弊吗?……无尽的想法在那些已经习惯漂流文化的人们心头萦绕。几乎所有的政治家和社会学家们都清楚,在走向现代化的过程中,总有一些关键性的变项需要采取大的勇气去完成。我们这个民族,由于封闭性文化的悠久影响,要创造和实现一件事,都要看领导者的态度
