Strengths and Weaknesses Any fair evaluation of citation analysis as a tool for evaluating scientists must acknowledge that we still have not figured out many of the implications of the citation frequency. We still do not know exactly the quality of the scientific performance that they rate. We know little about the sociological factors that influence citation rates. Little is known about the causes of low citation frequency. There are still many things worth learning about the changes in citation patterns in different fields. This is one aspect. On the other hand, we know that citation times indicate the contribution made by someone’s scientific work, at least in terms of the efficacy and interests found by colleagues in the scientific community. We now know that the high frequency of citation is associated with peer reviews of the advancement and importance of scientific contributions. And we have now figured out the overall citation patterns and the variables that affect them, and we intend to devise a useful statistical model to predict the citation frequency of a scientist throughout his life, calculated on the average number of citations per scientist.
