I. PROBLEM PROPOSALS During the 30 years after World War II, the United States has dominated some of the major areas of the world economy. However, since the 1970s, its labor productivity has been growing at a relatively slower pace than some other industrialized countries, and the foreign trade has been facing a deficit year after year. By the 1980s, certain industries such as steel, automobiles, household appliances and the like had been on the decline. Imports of these industries from abroad were soaring. The so-called “high-tech” industry is equally at risk. Semiconductor was originally an American invention, which was invented by the United States in recent years
