公民问责,是以个人权利制衡国家权力的一种表现形式,其核心价值在于对公共权力进行监督并预防政府官员失责行为的发生,其法理依据在于“权为民所授”。在我国现代社会中,公民问责存在许多实际问题,践行公民问责的有效途径:增强公众问责意识,塑造行政问责文化;建立信息平台机制,畅通问责渠道;完善公民问责法律制度,保障公民问责主体权利。
Citizens’ accountability is an expression of the checks and balances of state power based on individual rights. Its core value is to supervise public power and prevent government officials from being responsible for their defaults. Its legal basis lies in “giving power to the people”. In the modern society of our country, there are many practical problems of citizen’s accountability and effective ways of practicing citizen’s accountability: to enhance the sense of public accountability, to shape the culture of administrative accountability; to establish information platform mechanism, to unblock accountability channels; to perfect citizen’s accountability law System, protect the rights of the main body of citizen responsibility.
