国务院办公厅目前转发了国务院国有资产监督管理委员会《关于规范国有企业改制工作的意见》,在总结经验的基础上对国有企业改制全过程进行了规范,对改制涉及的主要环节和方面提出了明确的政策要求。 《关于规范国有企业改制工作的意见》明确规定:国有企业改制方案必须按国家规定严格履行决定或批准程序,未经决定或批准不得实施。
At present, the General Office of the State Council has forwarded the Opinions of the State-owned Assets Supervision and Administration Commission of the State Council on Regulating the Work of Reorganization of State-owned Enterprises. Based on the experience gained, the whole process of the restructuring of state-owned enterprises has been standardized. The main links and aspects involved in the reform have been clarified Policy requirements. The Opinions on Regulating the Reform of State-owned Enterprises stipulates clearly that the restructuring plan for state-owned enterprises must strictly follow the procedures stipulated or approved by the state and can not be implemented without a decision or approval.
