《公安学刊》去年第二期刊发的邬兴华同志《建立快速反应机制,拓展公安工作改革与发展的新时空》一文,以独特的构思、新颖的观点、求实的思路,构勒出了今后一个时期公安工作机制的基本框架,针砭了公安机关旧机制的主要弊端,对于公安工作的改革与发展具有重要的指导意义。笔者拜读邬文后,受到很大启发,尤其是对在新的公安工作运行机制下,办公室如何调整与完善其职能,进一步发挥作用,作了深层次思考。在此抛砖引玉,求教于同行。公安办公室,是一级公安机关的行政综合办事机构,这一性质决定了办公室应该具有参谋与服务的双重职能。1987年前,笔者曾在办公室干了5年秘书工作,但那时治安情况不很复杂,公安工作还基本沿袭原有的那套工作机制,办公室工作主要是掌握情况、上传下达、起草文稿,以及处理一些日常事务。笔者以为:这虽然可称履行了参谋与服务的职能,但作用还没有得到充分发挥。
