一、关于林业政策问题 自治区森林资源贫乏,木材供需矛盾突出,群众烧柴困难,生态环境不断恶化,发展林业的任务十分繁重,十分艰巨,而林业生产投资大,周期长,收益慢,在政策上应该放得更宽一些,以调动群众造林育林的积极性。总的是要贯彻以个人为主,个人、集体、国家一起上的造林方针,实行以家庭经营为基础的林业联产承包责任制。当前主要应解决好以下几点:
