根据国办发〔2001〕73号文件精神,为进一步加快户籍制度改革步伐,四川省出台了《四川省人民政府办公厅转发省公安厅关于推进城市户籍管理制度改革意见的通知》(川办发〔2003〕4号)。《通知》规定,要建立城乡统一的户口登记制度。严格按照户籍管理各项法律规定,以居住地登记户口、人户一致为原则,在城乡全面建立健全常住、暂住、出生、死亡、迁出、迁人、变更更正7项户口登记制度。要在大中城市实行居住地登记户口制度。凡在地级以下城市(含地级市。成都市5城区和高新区除外,下同)有合法固定的住所、稳定的职业或生活来源的人员,均可根据本人意愿办
