我国东南沿海的浙江省台州市是闻名中外的再生资源基地。废金属的拆解加工为区域经济注入了充足的基础材料。正是由于再生资源的集散和加工,使这里形成了以再生资源为源头的有色金属加工工业产业链,并形成了五金产业块状经济区域。随着形势的发展,台州众多的相关企业也共同认识到了走产业化、集约化、现代化的必要性和迫切性。2005年6月,以200多家资源综合利用企业为主体的台州市资源综合利用协会正式宣告成立。在组建协会的过程中,政府主管部门发挥了重要的引导、协调、监督作用,并花费了巨大的精力制订了再生金属产业专项发展规划。作为台州资源综合利用协会的副秘书长,台州市经济委员会资源节约和综合利用办公室副主任吕孟苏同志用了很多的时间和精力,对这一产业开展调查研究。我们在发表他的这篇翔实而有说服力的调研报告的同时,也对各地政府主管部门坚持实事求是的优良传统,运用科学发展观,努力探索循环经济建设现实途径的敬业精神表示由衷的敬佩。
Taizhou, Zhejiang Province, the southeast coast of China, is a well-known renewable resource base both at home and abroad. The dismantling of scrap metal has infused sufficient basic materials into the regional economy. Precisely because of the distribution and processing of renewable resources, a non-ferrous metal processing industrial chain with renewable resources as the source has been formed here, and a massive economic area has formed in the hardware industry. With the development of the situation, numerous related enterprises in Taizhou also jointly recognize the necessity and urgency of taking industrialization, intensification and modernization. In June 2005, Taizhou Comprehensive Utilization of Resources was officially established with more than 200 comprehensive utilization of resources enterprises as the main body. During the formation of the association, the competent government departments have played an important role of guiding, coordinating and supervising, and have devoted tremendous efforts to formulating a special development plan for the recycled metal industry. As deputy secretary-general of Taizhou Resources Comprehensive Utilization Association, Comrade Lu Mengsu, deputy director of the Office of Resource Conservation and Comprehensive Utilization of Economic Commission of Taizhou City, spent a lot of time and effort on carrying out investigations and studies on this industry. While publishing his informative and persuasive research report, we also express our sincere admiration for the dedication of the competent government departments in various parts of the country in upholding the fine tradition of seeking truth from facts, applying the scientific concept of development and making efforts to explore realistic ways of building a circular economy.
