In November 2001, the Ministry of Education issued the Opinions on Launching Experiments and Promotions for New Courses in Elementary Education, and clearly put forward a timetable for the promotion of new courses --- by the fall of 2005, students of all initial grades in primary and secondary schools nationwide. In principle, new courses will be entered. In this macro context, curriculum reform has become a common topic in education reform and development in all localities. Curriculum reform will also become basic education.
