目的:分析2014年克孜勒苏柯尔克孜自治州卫生人力资源配置公平性,为克州卫生人力资源的优化配置提供依据。方法:采用基尼系数和洛伦茨曲线对克州卫生人力资源指标(卫生技术人员、执业(助理)医师、注册护士)配置的人口和地理面积分布进行评价。结果:2014年克州每万人口卫技人员数、执业(助理)医师数、注册护士数分别为0.53、0.12、0.19,卫生人力配置与人均卫生人力资源拥有量低于全疆总体水平。按人口分布的基尼系数均小于0.3,按地理分布的基尼系数介于0.370-0.472之间,卫生人力资源配置按人口分布的公平性优于按地理分布的公平性,按地理分布的公平性不平均。结论:克州市县之间卫生人力资源配置不均衡,卫生人力资源配置按地理分布的公平性需引起重视,执业(助理)医师的配置急需优化。
Objective: To analyze the fairness of human resources allocation in 2014 in Kizilsu Kirgiz Autonomous Prefecture and provide the basis for the optimal allocation of human resources in Hong Kong. Methods: Gini coefficient and Lorenz curve were used to evaluate population and geographical distribution of health human resources indicators (health technicians, practicing (assistant) physicians, registered nurses) in Kezhou. Results: In 2014, the number of health technicians, practicing doctors (assistant doctors) and registered nurses per 10,000 population in the state of Kezhou were 0.53, 0.12 and 0.19 respectively. The distribution of health workforce and health human resources per capita was lower than the overall level in Xinjiang. The Gini coefficient of population distribution is less than 0.3, and the Gini coefficient of geographical distribution is between 0.370 and 0.472. The fairness of distribution of health human resources by population is better than the fairness by geographical distribution, and the fairness by geographical distribution is not average. Conclusion: The distribution of health human resources in counties and cities is not balanced, the distribution of health human resources according to the geographical distribution needs to be emphasized, and the configuration of practicing (assistant) physicians urgently needs optimization.
