光绪末年推行新政,其中发展交通邮电一项被视为当务之急。一些有识之士纷纷指出:“船、路、电、邮四政在在均与推行宪政有密切之关系”,而“邮政一项尤为无形交通之大端,于宪政关系尤巨。”为加快邮电建设的步伐,清廷出使各国考察政治大臣戴鸿慈等奏请设立专部。略称:“自轮船、铁路、电报盛行,而交通行政浸以繁多,各国殆无不特设专部以领之者。……其它轮船、电线创办已久,而进步甚迟,欲求整顿扩张,正赖事权统一。臣等谓宜合此数项,仿日本递信省例,特设一交通部。”清政府为此于光绪三十二年(1906)批准设立邮传部。
