传统的园林绿化市场管理体制使园林绿化行业存在着政、事、企不分的现象,随着园林绿化市场化进程的不断推进,绿化市场的竞争已经充分表现出来,地区、行业、部门中原有的市场壁垒被逐步冲破。因此这种比较落后的管理方法已经不能适应园林绿化市场化进程的发展。所以在园林绿化工程的管理方面,非常急需一种先进的管理方法和手段来应对不断创新和发展的绿化市场的需求。而差别化管理是最近才兴起的管理方式,这种管理方式主张对被管理方进行分类或分能力、责任后进行不同的管理、责任分配方式,非常适合应用于园林绿化景观工程项目施工管理中。本文主要对园林绿化工程差别化管理的途径和方式进行简要探讨,从园林绿化工程的发展和现状以及工程数量、涉及范围、类型特点等情况进行分析,从而积极探索有限资源的前提下如何更好地发展园林绿化工程。
