一个典型的调查结果表明,近年来,德意志联邦共和国的地方性公共客运交通事业得到了显著改善。这一成果主要应归功于1967年以来为改善交通事业联邦政府、各州及地方当局在财政方面给予的支持。15年来,各方面共投资23万亿西德马克(2,3西德马克=1美元)。现在,每年可得的资金总额达2.3万亿西德马克,这笔资金大部分用于地铁、轻便铁路及郊区铁路。这篇论文主要是探讨这15年来的投资所带来的效益及耗费之经验。因为这种经验可以为发展中国家所借鉴,并有助于它们制定大规模客运系统的方案。
A typical survey shows that in recent years, the local public transport service in the Federal Republic of Germany has been significantly improved. This achievement is mainly due to the financial support given by the federal government, the state and local authorities for improving transport since 1967. Over the past 15 years, a total of 23 trillion Siddhes have been invested by all parties (Sd 2 and 3 = $ 1). Today, the total amount of funds available each year amounts to 2.3 trillion marks, most of this funding for the subway, light rail and suburban railways. This paper mainly explores the benefits and the experience gained through these 15 years of investment. Because such experiences can be borrowed by developing countries and help them in developing programs for large-scale passenger transport systems.
