资阳位于成渝经济区腹地,属于经济社会发展后发地区,人口多、底子薄、欠发达、不平衡。在经济社会发展的过程中,房屋拆迁、土地征用、企业改革、社会保障、新农村建设、民生需求、城镇化推进、社会管理等领域矛盾纠纷大量凸显。发展与稳定的矛盾、重大群体性事件带来的阵痛引发了信访部门对信访工作的深思,促进了信访工作理念、思路和方法的转变创新,推动了资阳信访工作的发展。本文从信访工作思路和举措创新的角度,力图探寻资阳加快发展和维护稳定和谐互动的蝶变之因。
Ziyang is located in the hinterland of Chengdu-Chongqing Economic Zone, belonging to the post-economic and social development areas, with a large population, weak foundation, underdeveloped and imbalance. In the course of economic and social development, contradictions and disputes in the fields of house demolition, land acquisition, enterprise reform, social security, new rural construction, people’s livelihood needs, urbanization promotion and social management have been highlighted. The contradiction between development and stability and the throes brought by major mass incidents triggered the deliberations of petitioners and detailers on the work of letters and visits and promoted the transformation and innovation of the ideas, methods and methods of petition work and promoted the development of the petitioners and petitions. This article attempts to explore the reasons for the rapid development of Ziyang and to maintain the stable and harmonious interaction through the innovation of letters and calls and the innovative measures.
