地方政府的公共事业管理绩效评价指标,主要是用来反映政府的管理水平和具体的管理标准。针对我国地方政府评价公共事业绩效的标准,在此影响的基础上建立指标的优选模型,明确规定出内部管理、管理业绩和管理成本三个维度。地方政府评价的标准主要有评价价值取向、评价指标、评价主体,是由多个项目指标组成的地方政府公共事业的管理绩效评价指标体系。构建政府公共管理评价体系是事业管理绩效评价的焦点和难点,最后,应用信度概念和效度概念对地方政府的公共事业管理绩效评价指标体系求证基本的合理性。
Local government’s performance evaluation of public utilities management indicators are mainly used to reflect the government’s management level and specific management standards. According to the standard of local government appraising the performance of public utilities in our country and establishing the optimal model of the index on the basis of this influence, we clearly define the three dimensions of internal management, management performance and management cost. The evaluation criteria of local government mainly include evaluation value orientation, evaluation index and evaluation main body, which is a management performance evaluation index system of local government composed of multiple project indicators. Building the evaluation system of government public administration is the focus and difficulty of performance evaluation of business management. Finally, applying the concepts of reliability and validity to verify the basic rationality of the performance evaluation index system of local government.
