政府绩效评估是为提高政府公共管理和公共服务能力而采取的以公共责任和顾客至上为理念的政府改革策略,是持续改进和提高政府部门绩效的管理理念和方法,是当今许多国家实施政府再造、落实政府责任、改进政府管理、提高政府效能、改善政府形象的一个行之有效的工具[1]。但是,绩效评估本身不是目的,评估的目的和价值在于提高政府绩效。绩效评估结果作为绩效评估的成果体现,是绩效评估通往政府绩效提高的桥梁,而通过绩效评估结果的利用,使得绩效评估真正发挥“助推器”的功能。综观中外绩效评估实践,使人们逐渐认识到,绩效评估的成败与否,很关键的一点在于绩效评估结果如何利用。鉴于绩效评估结果利用的重要性,有必要对之深入的研究,以达有效地运用的目的。
