The “AIDS Prevention Regulations” clearly stipulates: No unit or individual may discriminate against people living with HIV, AIDS patients and their families. The legitimate rights and interests of people living with HIV, AIDS patients and their families enjoying marriage, employment, medical treatment and schooling are protected by law. AIDS prevention and control can not rely solely on medical means, but also need to mobilize the participation of the whole society. We can not simply use coercive measures to curb social and cultural activities related to HIV infection, but also advocate safe behaviors through propaganda and education. People living with HIV and AIDS are victims of the disease and we should not discriminate against them.
