问题的规模一种使1200多万人饱受折磨的时疫在当今世界上流行。受害人数正以惊人的速度不断增长,为数之多使许多国家越来越不愿接纳那些深受其害的人们;为处理这一问题而建立的国际机构也不足以承担这一任务。这1200万受难者就是世界难民:1951年日内瓦公约将这些人定义为由于种族、宗教、国籍、属于某个社会团体或具有某种政治见解并因此有正当理由惧怕受到迫害而留在其本国之外、不能或者不愿受该国保护的人。
The scale of the problem An epidemic that has afflicted more than 12 million people is prevalent in today’s world. The number of victims is growing at an alarming rate, and the sheer number of countries that are being reluctant to accept those who have been harmed by the sheer number of countries; international agencies built to deal with the issue are not enough to do that. These 12 million victims are the world’s refugees: the Geneva Conventions of 1951 defined them as those who remained in their own country due to race, religion, nationality, belonging to a social group or having some sort of political opinion and justified fear of persecution Outside, can not or unwilling to be protected by the country.
