一对我国的艺术事业和专业艺术团体实行体制改革的重大决策的确定,确实是经过一番冷静的思考,经历了一个认识过程的。开始时,人们对长期形成的艺术体制需不需要改革,改什么,怎样改,选择什么突破口等问题,在认识上并不十分清楚。自1983年在部分艺术团体实行承包试验以来,经过几年的实践探索和理论探讨,才形成了由文化部提出的经国务院批准的《关于加快和深化艺术表演团体体制改革的意见》。这个方案的公布,标志着我国艺术事业进入了全面实行改革的新阶段。而这个方案的提出,确实是在思想上,理论上有了比较明确的认识的基础上提出的。如果总结回顾一下我们的认识过程,可以概括为两个主要方面:
