从政治学的视角来分析,我国传统的地方官员晋升激励出现了偏差,在使经济高速增长的同时,却付出了诸如资源环境压力、社会民生问题凸显等高昂代价。要想顺利实现经济发展方式转变,就必须加快政府治理转型,建立与转变经济发展方式相适应的科学的晋升考核体系。
From the perspective of political science, the traditional incentives for local officials to deviate from their motivation have not only exacerbated the problems of resources and environment, but also highlighted the issues concerning people’s livelihood at the expense of rapid economic growth. In order to smoothly realize the transformation of the mode of economic development, we must speed up the transition of government governance and set up a scientific system of promotion and evaluation in line with the transformation of the economic development mode.
