12月21日国务院总理温家宝主持召开国务院常务会议,研究部署当前安全生产工作。会议指出,各地区、各部门必须以对人民生命安全高度负责的精神,把安全生产纳入经济社会发展的总体部署,并作为突出问题抓好落实。经济发展必须与安全生产相适应,要在保证安全的前提下发展,不能片面追求速度,忽视安全。加强安全生产工作,必须坚持标本兼治,要从健全法律法规、改革体制机制、完善经济政策、增加安全投入、严格责任管理着眼,建立源头治本、政策治本的长效机制。会议决定,要制定安全发展规划,抓紧研究解决行业管理以及行业安全标准和规程的修订等12个方面的问题。但是,事故原因到底在哪里?如何遏止多发的事故?怎样建立安全生产长效机制、实现安全发展、确保国泰民安?企业、各级政府及其主管部门应该做那些事情、如何去做?为此,本刊记者采访了原劳动部职业安全卫生监察局局长孙连捷。 December 21 Premier Wen Jiabao chaired a State Council executive meeting to study and deploy the current work safety.
