20世纪初,所谓调解西藏地方与民国中央政府关系的西姆拉会议是英国推行霸权主义,企图分裂西藏脱离中国的拙劣行为。西姆拉会议尽管最终以失败而告终,但对民国中央政府与西藏地方的关系产生了恶劣影响和严重后果。近一个世纪以来,境外敌对势力及达赖分裂集团以非法的“西姆拉草约”和“麦克马洪线”为依据,图谋西藏“独立”。非法的“麦克马洪线”也成为迄今为止仍未解决的中印边界问题产生的根源,其划定区域也成为中国仅存的陆路未定界中争议最大的一块地方,成为影响中印两国关系正常发展的桎梏。尽早解决边界问题,已经成为中印两国的共同愿望,中印双方应充分尊重历史事实,以法律为依据,以两国关系大局和两国人民根本和长远利益为根本出发点尽早解决中印边界问题。

The delineated area has also become the only disputed area in China’s undeclared land by nature, The normal development of relations between the two countries. The early settlement of the boundary issue has become the common aspiration of both China and India. Both China and India should fully respect historical facts and rely on the law to settle the Sino-Indian border as soon as possible based on the overall situation of the two countries and the fundamental and long-term interests of the two peoples problem.
