2007年8月3日,布什总统签署了以保护美国人民免受恐怖分子袭击为目标的9/11法令。该项立法耗时近六年,法律条文长达286页,尽管考虑全面而缜密,涉及范围广泛,但细节方面仍显不足。尤其是与提高空运货物安全相关的章节,法案长篇论述了什么是空运货物安全以及什么时候要保障空运货物安全,可惜的是,对于应采取哪些措施以确保空运货物的安全并未做出详细规定。由于立法模糊,空运货物所涉及的任务、成本及参与各方又相当复杂,此项立法迄今为止尚未得到很好的执行。
On August 3, 2007, President Bush signed the Decree 9/11, aiming to protect the American people from terrorist attacks. The legislation took nearly six years and the legal texts were as long as 286 pages. Despite the comprehensiveness and meticulousness of the legislation, the details are still inadequate. Especially those related to the improvement of air cargo safety. The bill deals with the issue of what is the safety of air cargo and when it is necessary to ensure the safety of air cargo.
