今年河北省承德市人代会上,市政府提交的2009年预算报告草案接连被代表打回修改两次,直到作出增加民生投入、削减政府开支的大幅调整,才得以通过。在各地“两会”的众多故事中,这则消息具有特别的示范意义。由于历史和现实的原因,我国各级人大对政府预算的审查长期处于“程序合法,实质虚置”的尴尬境地。近年来,预算监督如何从形式走向实质已成为社会普遍关注的焦点,但迄今为止,尽管各级人大代表审查政府预算时已发出越来越多的质疑,但大多止步于口头批评,政府预算方案基本上仍是“平安无事”地过关。这至少说明,人大对政府预算的实质监督依然不容乐观。
