从灾害系统的角度,采用地理学的综合性原则和区域性原则,对飞云江流域的洪涝灾害成因机理、灾害与灾情特征进行了较深入的研究,建立了系统的科学洪涝灾情评估指标体系,着重对洪水等级、洪涝灾度、灾损率三个综合指标进行了初步综合评估,最后深入地分析了该流域现有洪涝防治体系,并提出了全面的治理对策,尤其探讨了该流域洪涝防治规划,对珊溪水利枢纽工程进行了综合评价。
