四川省积极探索政府购买监理咨询服务新模式,为灾后重建等工程项目的质量安全提供了有效保障。这种模式发挥了监理企业在工程管理上的专业优势,解决了政府监管力量不足、深度不够的现实问题。近年来,四川省住房和城乡建设厅以确保建设工程质量安全为核心,创新工程建设监管方式,建立以监理现场履职考评为依据,监理市场准入清出为手段的两场联动机制,切实落实监管责任;大力推行“项目自查、企业巡查、政府抽查”的项目监理工作质量标准化三级考评,积极引导监理企业深化内部管理,强化项目管控,不断提高监理工作质量。
