首先分析复杂路网条件下高速公路收费费率的特征,并在阐述高速公路的理论最优收费费率可得性的基础上,结合高速公路交通量预测的步骤和特点,研究一种改进的高速公路收费费率制定的思路及方法,对方法中涉及到的广义交通阻抗进行修正,并对其涉及的参数赋值给予说明;然后借助随机用户均衡(SUE)配流算法完成交通流分配及收费费率制定所需数据序列的计算;最后,通过重庆市绕城高速公路收费费率的计算来进行实例验证。结果表明:复杂路网条件下存在高速公路的理论最优费率,用该方法可以较为准确地计算得到收费费率值。
Firstly, the characteristics of freeway toll rates under complex road network conditions are analyzed.
