随着我国市场经济发展逐渐成熟,社会动态化信息化特征越来越明显,人力资源的流动更加频繁,基层公务员人才受市场经济刺激以及现行保障、管理机制等客观条件的影响,加之基层行政管理工作强度越来越大、时间越来越长、政治风险越来越高,很多优秀公务员相继向外流失。本文通过对公务员激励机制和离职原因进行分析,并构建模型进行研究。
With the gradual maturity of market economy in our country, the characteristics of informatization of social dynamic become more and more obvious, and the flow of human resources is more frequent. The grass-roots civil servants are affected by the objective factors such as the stimulation of the market economy, the current security and management mechanism, Increasing the intensity of work, getting longer and longer, political risk is getting higher and higher, many outstanding civil servants have been lost out. This paper analyzes the incentive mechanism of civil servants and reasons for leaving, and builds a model to study.
