抗战胜利后,鉴于东北地区在全国解放战争中所具有的全局性的战略地位以及当时东北地区社会保障功能的不健全,中国共产党迫切需要建立一套完整的社会保障体系来赢得东北人民的民心。面对抗战胜利后东北社会的新形势,中国共产党领导的东北地区社会保障在经过创立、发展、巩固阶段后,逐步进入全面推广阶段,从而使东北地区成为支援解放战争的重要基地。在东北人民生产生活得到基本满足的同时,东北地区社会保障呈现出高覆盖率与低水平以及行政立法与思想动员的特点,不仅巩固了东北解放区的重要地位而且为新中国成立后实行的社会保障提供重要的借鉴价值,为当前社会正确处理社会保障与革命战争的关系以及改善人民生活,推进现代国家治理提供了重要历史启示。
After the victory of the Anti-Japanese War, in view of the overall strategic position of the Northeast in the National Liberation War and the imperfect social security function in the Northeast at that time, the CPC desperately needed to establish a complete social security system to win the hearts and minds of the people in Northeast China. Faced with the new situation of the Northeast society after the victory of the Anti-Japanese War, the social security in Northeast China under the leadership of the CPC has gradually entered the stage of comprehensive promotion after its establishment, development and consolidation so that the Northeast region becomes an important base for supporting the Liberation War. While people’s production and life in Northeast China have basically met, social security in northeast China has been characterized by high coverage and low levels and the mobilization of administrative legislation and ideology. It has not only consolidated its important position in the liberated areas in Northeast China but also provided social security after the founding of New China Provide important reference value and provide important historical enlightenment for the current society to properly handle the relationship between social security and revolutionary war and improve people’s life and promote the governance of modern countries.
