1997年3月12日晚,襄樊市高新开发区中原路45号个体副食店店主常焕强一家五口被歹徒持枪劫杀在店内,其中常的两女儿惨遭强奸。案发后,襄樊市公安机关迅速成立“3.13”案件侦破指挥部,抽调50余名民警开展侦破工作。经过5个月的艰苦侦查,于8月12日破获此案,周刚(男,24岁,内蒙古通辽市人)等5名犯罪嫌疑人相继落网。经过内审外查,又一举破获辽宁海城“3.21”、河北容城“4.10”、山西翼城“4.17”等27起持枪杀人、抢劫、盗窃大案(共杀死19人,重伤2人),带破其它刑事案件42起。此案的侦破为公安机关打击、预防此类犯罪团伙积累了经验,同时也提出了一些值得思考的问题。
On the evening of March 12, 1997, a group of individual grocers, No. 45, Zhongyuan Road, Xiangfan High-tech Development Zone, Chang Huanqiang, a family of five, were robbed and killed by gangsters in the store, two of whom were often raped. After the incident, Xiangfan City Public Security Bureau quickly set up a “3.13” case detection headquarters, deployed more than 50 civilian police to carry out detection work. After five months of hard investigation, the case was cracked on August 12 and five suspects, Zhou Gang (male, 24, Tongliao City, Inner Mongolia), were arrested one after another. After internal audit, another crackdown on robberies, robberies and thefts of 27 gunpowder (killing 19 people and seriously wounded 2) was also cracked in 27 cities like Liaoning Haicheng “3.21”, Hebei Rongcheng “4.10” and Shanxi Yicheng “4.17” People), breaking 42 other criminal cases. The investigation of the case has accumulated experience for the public security organs in cracking down and preventing such criminal gangs and also raised some issues worth considering.
