我随西安经贸代表团去日本20多天,除正常的对外经贸工作外,先后在东京、大阪等市考察了“明治生命”等保险公司,使我开阔了视野,增长了知识,得到一定启示,日本现已成为世界保险大国之一,日本的保险业在经营管理、销售宣传、资金运用等方面都有一套完整的模式和体系。下边结合我国保险事业,谈谈应学习借鉴日本保险业的几个问题。1、加快制订“保险法”,加强保险市场宏观管理,建立有中国特色的社会主义保险机制。日本最早的保险公司创建于明治12年(即公元1879年)定名为“东京海上保险会社”,至今日本保险业已有110多年的历史。二次世界大战后,日本保险业得到迅速发展,现在日本国内民营的人身保险公司有27家、财产保险公司有25家,虽然日本保险业很发达,保险公司很多,但从法律、制度方面管理控制却非常严格。1939年,日本就制订出“保险业法”,随着保险的发展,每一经营环节都产生了不断完善的管理法规、条款。如“保险契约法”、“保险展业法”等.国家对各类保险还进行了非常严格的归口管理,如民营保险业由大藏省、简易保险由邮政省、农业保险由农林省、出口信用保险由通商产业省、社会保险由厚生省统管等等。相比之下,我国的保险业只是恢复起步、发展阶段,全国性的保险公司除人民保险公司外,另外只有一
