全面建设小康社会,是今后近二十年我国国民经济发展和社会进步的宏伟蓝图,是我国民族振兴、进入中等发达国家行列的一个重要步骤。从宏观上来说,是指国家整体经济实力的增强、经济结构的优化和分配制度的改善;从微观来说,是指居民生活条件、生活水平和生活质量的普遍提高。在全面建设小康社会的过程中,充分发挥统计工作的职能作用,建立科学的指标体系,对其实现程度和出现的问题实施监测、预警,是不可或缺的环节。这个指标体系包括经济发展水平、收入水平、物质生活、精神生活、不同收入分布、人口环境、居住条件等内容,其中,中等收入群体数量没有统一的定性和定量标准,而其又是衡量全面小康社会指标体系中的关键指标。在此,借助数理统计理论和多年的住户调查工作经验,对中等收入群体的界定及发展提出意见和建议。
To build a moderately prosperous society in all respects is the grand blueprint for our national economic development and social progress in the next two decades and is an important step toward the rejuvenation of our nation and the entry into the ranks of the medium-sized developed countries. From a macro perspective, refers to the country’s overall economic strength, economic structure optimization and distribution system improvement; from the micro point of view, refers to the residents living conditions, living standards and quality of life generally improve. In the process of building a well-off society in an all-round way, it is an indispensable link to give full play to the functional role of statistical work, set up a scientific indicator system, and monitor and early warning the degree of its realization and problems that have arisen. The index system includes economic development level, income level, material life, spiritual life, different income distribution, population environment, living conditions and so on. Among them, the quantity of middle-income groups does not have uniform qualitative and quantitative standards, Key Indicators in Social Indicators System. Here, with the help of mathematical statistics theory and years of experience in household surveys, opinions and suggestions on the definition and development of middle-income groups are put forward.
