坚持“一极领先、多极崛起”是烟台市第十二次党代会提出的“蓝区带动”战略的重要内容。莱州市作为烟台市蓝色经济西部增长极,是烟台市唯一具有“黄”“蓝”“高”三大战略优势叠加的县级市,应当提升发展定位,突出产业特色,优化产业结构,实施滨海开发,将机遇优势转化为发展优势和区域竞争优势,率先突破,加快崛起,打造具有高效生态特色的烟台西部增长极。
