在贯彻科技发展方针和发挥科技职能部门作用中,天津市科委始终把软科学研究作为科技工作的重要内容,作为科委综合发展科技计划的重要组成部分,作为决策民主化、科学化的重要准备工作,有效地推动了全市性的科技进步。在实践中,我们的体会是: 一.把握课题研究的层次性。在一个特大城市里需要研究的问题很多。课题纵横交错,内容非常丰富。有宏观、中观和微观不同层次的问题。但是不能事无巨细什么问题都要抓。研究和瞄准的必须是那些涉及科技进步的主要矛盾和主要矛盾方面。其他方面的内容则可以发动各部门和各单位去研究。从“七五”以来安排的一百多项课题来看,属于宏观、中观的两类课题占了80％以上。这些课题覆盖面较宽、牵涉范围较广,是全市关心的科学管
