美国国防部在总结海湾战争的经验教训后,得出以下3个结论:1.高技术兵器在现代战争中能够有效地杀伤敌人,完成作战任务;2.现代的信息获取和传递技术已使战场上无密可保,新闻传播媒介将迅速地把战争过程中的一切告知公众;3.战争造成的重大伤亡——无论是己方,还是敌方,都将为公众知晓,并可能演化成某种政治问题,使政府陷于被动。 因此,五角大楼成立了专门的研究小组,研究既能有效解除敌方战斗力,又不造成巨大人员伤亡的新式武器。目前,研制工作正在加紧进行,已有十多种这一类的兵器问世。
