水电工程在建设程序上分为项目建议书、可行性研究、招标设计和工程实施4个阶段。对于项目开发公司主要是涉及到后3个阶段,对不同的阶段造价管理的侧重也不同。可行性阶段重点应是如何发挥设计单位潜力,选择最优设计方案,在合同中应约定一些奖励等。招标设计阶段主要是如何科学划分标段,确定合理招标方案。工程实施阶段应侧重于施工合同的履约管理,减少变更和索赔的发生,鼓励施工方案优化。
Hydropower projects in the construction process is divided into project proposals, feasibility studies, bidding design and project implementation in four stages. For the project development company is mainly involved in the latter three stages, different stages of cost management focus is also different. The feasibility of the stage should focus on how to give full play to the potential of the design unit, select the optimal design, the contract should be agreed in a number of incentives. Bidding design stage is how to divide the tenders scientifically to determine a reasonable bidding plan.
