以大信访体制为枢纽,带动利益协调机制、诉求表达机制、矛盾调处机制、权益保障机制的建设信访工作面临的任务越来越重,外延不断被扩大。不仅要求信访工作发挥正常职能的作用,而且期望通过信访工作解决某些超越信访工作范围,属于政策、法律和维稳等范畴的问题。如一些地方在一定程度上将信访直接等同于维护社会稳定工作,对赴省上京的正常信访采取堵截、防控措施,由此堵塞了信访渠道,制约了信访工作应有功效的发挥。又如,一些群众逐步形成对信访工作的“制度崇拜”和路径依赖,对信访部门解决问题、满足诉求的期望值日益增高,因此到信访部门上访的多、找法院打官司的少,涉法涉诉等问题大量涌向信访系统。
