农业再度成为国民经济的一个热点问题,是与农业的基础地位和农业存在的许多问题分不开的。根据我国的基本国情和经济发展的客观要求,农业的基础地位主要表现为: 首先,农业关系国计民生。美国社会学家马斯洛把人的需要分为五个层次,其中最底层的需要便是生存需要,农副产品正是满足人们这种需要的。与其他消费品不同,农业所提供的消费品一旦不能满足人们的消费需要时,将会动摇经济和社会正常运行的基础,或者进一步说,农业所满足的人们的生存需要是社会生产的最后一道防线,如果突破了这道防线,社会就会陷入危机。历史也一再向我们反复证明了这一点。我国从1978年到1984年,伴随着农村经济体制的改革,农民奇迹般地生产出了历史从未有
