The transformation from labor-based management of state-owned enterprises to human resources management is a reformed revolution. On the basis of fully examining the disadvantages of labor and personnel management and the advantages of human resources management, we must innovate the management concept, optimize the allocation of human resources, construct the scientific and human resources development system, the evaluation index system of job performance appraisal and the multiple pay distribution mechanism to truly realize this change.
