高新区在全国不到万分之一的土地面积上形成了超过全国十分之一的经济产出,但经过22年的快速发展,在20世纪90年代初审批的土地基本已用完,土地限制成为高新区发展的瓶颈,严重制约着高新区的数量扩张、质量提升和发展方向。全国各地都十分重视高新区的发展,为解决高新区发展的土地限制相继形成了一些临时性的办法,同时也导致了一系列新问题。建议通过土地置换、适当扩区、在新批的高新区运用新体制并加强对高新区的管理力度来解决高新区发展面临的土地限制问题。
The high-tech zone has formed more than one-tenth of the country’s economic output in less than one ten-thousandths of the country’s land area. However, after 22 years of rapid development, the land that has been approved in the early 1990s has basically run out. Land Restrictions have become bottlenecks in the development of high-tech zones, seriously restricting the number of high-tech zones to expand, improve the quality and direction of development. All parts of the country attach great importance to the development of high-tech zones and have successively formed some temporary measures to solve the land restrictions for the development of high-tech zones. At the same time, they have also led to a series of new problems. It is suggested that the issue of land limitation in the development of high-tech zones should be solved through the land replacement and the expansion of the area as appropriate, using the new system in newly approved high-tech zones and strengthening the management of the high-tech zones.
