在经济发展中,常常看到一些企业由于不重视新产品开发,产品竞争能力弱,导致经济效益差;而在经济效益不好的情况下,企业缺乏科技投入,从而使技术进步停滞,加剧了经济效益的恶化。怎样使企业从这种逐步形成的恶性循环中解脱出来?最近,我们就这个问题在沈阳市部分企业中进行了调查。调查结果说明,建立科技开发基金,加速技术进步步伐,是企业从恶性循环走向良性循环的起点。一、企业建立科技开发基金现状沈阳市人民政府在1986年下发的《沈阳市推进科学技术体制改革补充规定》中就曾明确提出:“经
