交通是一个系统性的战略问题,治堵不能仅从交通本身求解,拥堵只是表现,关乎政治、经济以及交通技术和管理三方面协调发展的问题。
Traffic is a systematic strategic issue. Governance and congestion can not be solved only from the traffic itself. Congestion is only a manifestation of the coordinated development of politics, economy and transportation technology and management.
