如何加强财务管理,如何充分利用创新工程经费的支持把我们的工作做好,是全院财政工作的一个重要任务。对此提出四个方面的基本要求:1、正确对待存量不变,增量改革的基本指导思想。改革、发展、稳定是国家的大政方针。改革需要成本,增量一定要用于改革。知识创新工程试点经费主要应用于按国家需求凝练科技目标,吸引人才,转换机制。希望全院明确创新经费必须用于改革,用于争取科学院未来的发展。存量不变将有利于整体的稳定,但存量也要在改革中进行调整,按国家零基预算,将来在存量中的专项要逐步削减。2、坚定不移突出试点,适当支持面上,为全面实施第二阶段创新工程作好准备。第一阶段我们只能支持1/3的单位,不能扩大支持范围.经费一定要集中使用,否则试点会失败。现在进入创新工程的第一批单位并不一定包括所有最优秀的研究所,我们还有一些相当优秀的研究所未进入创新工程。原因有两个:一方面是根据基地建设的总体部署,另一方面是第一阶段得到的有限经费只能支持1/3研究所的改革。我们为保证目前已经进入基地的研究所能够跟上整体科学发展的进程,挤出了一部分经费支持没有进入创新工程单位的国家重点实验室和院级实验室首先启动试点,又安排了部分
