企业搞不好,企业领导负有不可推卸的责任。四川省长罢免长城特钢的3名高级负责人,并不再另外安排工作的做法,旨在改变原有体制中的一些不足之处,并从根本上激发起企业领导的工作积极性,也为全国各地解决国有大中型企业存在的问题起到了一定的示范作用。上海闸北区检察院考核三产企业领导的作法,也给大中型企业择优选拔领导干部提供了借鉴,不称职后罢免,属亡羊补牢。而实行考核上岗则是未雨绸缪之举。
