一、科学基金三个层次的形成 1986年初,原中国科学院自然科学基金经费连同3000多项未完成的项目一起转入国家自然科学基金工作中,这就是自由申请项目的前身。在此基础上陆续发展了青年科学基金项目,高技术新概念新构思探索项目和地区科学基金项目,它们与自由申请项目一起统称为面上项目。至1990年底,面上项目总共批准资助近16000项,金额约5亿元。
I. Formation of Three Levels of Science Funds At the beginning of 1986, the former Natural Science Foundation of the Chinese Academy of Sciences joined the funds of the National Natural Science Foundation together with more than 3,000 unfinished projects. This is the predecessor of the free application project. On this basis, the Youth Science Fund Project, the New Concept Exploration Project for New Technology and the Regional Science Fund Project have been successively developed. Together with the free application project, they are collectively referred to as the “face-to-face project”. By the end of 1990, a total of nearly 16,000 projects had been approved and approved, representing an amount of about 500 million yuan.
